Petition for the Rights of Ukrainians in Norway

✍️ Petition: The period of collective protection should be equal to the period for obtaining a permanent residence permit.

🔹 Why does this matter?

Over 85,000 Ukrainians have found protection in Norway since February 2022 — mainly women, children, and elderly people. Many are working, their children attend schools, and families pay taxes.
Yet they live under temporary collective protection, which must be renewed every year. This causes uncertainty, stress, and health issues.

We call on the Norwegian government to provide a fair and stable legal status for Ukrainian refugees who wish to live, work, and contribute to Norwegian society.

📝 What do we ask for?

📌 A 5-year residence permit with the possibility of renewal and permanent residency
📌 The right to count the period under collective protection toward permanent residency, pension, and social benefits
📌 Recognition and simplified exchange of Ukrainian driving licenses
📌 Extension of collective protection until 31 December 2030 if a new status is not introduced

⚖️ Legal basis

– Norwegian Immigration Act (§ 34, § 61–62)
– European Convention on Human Rights (Article 8)
– 1951 UN Refugee Convention (Article 34)
– Norwegian integration strategies

📉 Risks of inaction

❗ Growing mental health issues
❗ Social instability for families and children
❗ Declining trust in institutions
❗ Economic losses due to underutilized workforce
